By David Hutton, The StarPhoenix "The City of Saskatoon proposes to add teeth to a bylaw to curb aggressive panhandling in front of liquor stores and prevent drunk or stoned panhandlers from pestering passersby for money.
After consulting with police, community and business groups, the city solicitor is asking city council on Monday to approve a ban on panhandling within 10 metres of liquor stores.
Aggressive panhandling has increased in recent years, said Saskatoon police Insp. Shelley Ballard, who is responsible for the central division, which includes the city's downtown core and surrounding neighbourhoods..."read more
